This error may be thrown when saving Library properties, but you have verified that the directories exist and have the correct permissions set.

It is possible that you have a very long path name in the UploadedImages or uploadedFiles directories that exceeds the max allowed path length in windows of 248 characters due to the subdirectory paths, and will cause an exception. To resolve this, shorten the path name and that should resolve the issue.
