Unable to add redirects to root URL in versions 9.1 and 9.2 of Ektron

Description

When attempting to create a redirect leveraging the Ektron redirect functionality the CMS adds a second / to the new URL field. This prevents the CMS from being able to replicate the behavior.

This behavior has been patched within cumulative site update 6 for version 9.2 sp2. If working on a version of 9.1 it is recommended to upgrade to a later version as this upgrade involved manipulation to the workarea files. This is associated with the patch number EKTR-352.
