Ektron library upload functionality broken by Chrome version 75.0.3770.80

After updating to Chrome version 75.0.3770.80 it may be found that users are not able to upload library items through the workarea.

This was a browser specific issue that had an impact on a number of versions, but was later patched when Chrome released 75.0.3770.90 a few days later. If this behavior is experienced make sure that your browser is on the latest release and if the issue persist attempt to restore the browser to a default state using the steps in the Inconsistent behavior between browsers article.
